We do not recommend striped pedestrian crossing for this development. This item can <br />be re-evaluated in the future if needed. <br />The pedestrian crossing has been omitted. <br />After further evaluation it is anticipated that there will be a higher pedestrian volume <br />between the Club House and the senior living thus a cross walk may be constructed at <br />the south driveway as currently shown on the site plans. <br />6. Depending on the use of the commercial building on Outlot C, the City may consider a <br />connection between the restaurant and commercial building parking lots. <br />Noted. <br />7. The location of the trail along Hodgson Road will be reviewed once Anoka County has <br />provided their review and the Hodgson Road turn lanes are laid out correctly. <br />Noted. <br />8. The trail intersections with roadways shall be at 90 degrees/ perpendicular to the roadway. <br />Specifically at the private roadway cul du sac. <br />Trails nave been adjusted to be 90° to the intersection <br />9. The applicant shall include detail GEN – 25 and note the private utility trench is located <br />beyond the right of way line to provide and 8-10 foot wide boulevard for tree plantings. <br />The detail and note hare been added to the plans <br />10. The applicant shall include detail GEN – 23 and note the sign is to include the City’s Logo. <br />The detail and note frame been added to the plans <br />11. Remove detail GEN – 7. The City does not install valley gutters on new roadways. This detail <br />is for reconstruction. <br />The detail has been revised <br />City staff has been working with the adjacent impacted agencies (Anoka County, Ramsey County and <br />the City of Shoreview) to review impacts the development has on their respective roadways. The <br />revised plans dated 3/11/2019 have been reviewed. The general concept of the roadway mitigation <br />and layout is considered acceptable however, the details of the roadway geometrics still require final <br />review and approval. Some of the issues that have been identified include: <br /> <br />• The development north access on Hodgson Road right turn lane into site needs the taper revised so it <br />does not impact the property to the north. <br />• The proposed right turn lane on CR J to the development will require widening of the existing <br />pavement to accommodate the future lane configuration on CR J. <br />• The southbound to westbound Hodgson to J right turn lane construction will impact the existing signal <br />cabinet and require re –location of signal equipment. <br />• The applicant shall demonstrate how the proposed development access on CR J will be limited to a <br />right-in/right-out <br />• If “pork-chop” islands are used at the right-in/right-out access locations, they need to be designed <br />correctly to insure that the left turn movements are not allowed. <br />• The lane configuration south of CR J and needs to be included on the plans to insure lane continuity <br />with any widening of Hodgson Road. <br />• The ultimate design of Hodgson Road, including the raised median limiting access to the east side of <br />the road, may require phasing. <br /> <br />• Wetlands and Mitigation Plan <br /> <br />There is one wetland located on the site. It was delineated by Kjolhaug Environmental on 06/11/18. <br />The Technical Evaluation Panel approved the wetland delineation on 10/3/18. <br /> <br />Comments: <br />1. In the preliminary plat, expand the drainage and utility easement to include the 25-foot <br />buffer. <br />The plans have been adjust accordingly. <br />2. The applicant shall replace detail GEN – 22 with the current version. <br />The detail has been updated. This comment still needs to be addressed. <br />
