1 <br /> <br />CITY COUNCIL <br />AGENDA ITEM 6B <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: April 8, 2019 <br /> <br />TOPIC: Consider 2nd Reading of Ordinance No. 05-19, Amending City <br />Code § 1007 Related to Multiple Principal Buildings on One <br />Parcel, in Commercial, Industrial or Public/Semi-Public Zoning <br />Districts <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to amend City Code § 1007 to allow for multiple <br />buildings on a single parcel in Commercial, Industrial, and Public/Semi Public Zoning <br />Districts. <br /> <br />BACKGROUND <br /> <br />Current City ordinance only allows for one principal building per lot. In commercial and <br />industrial zoning districts the size of accessory buildings is limited to 400 square feet. <br />Accordingly any expansion project which requires an additional building in excess of 400 <br />square feet would require approval of a planned unit development. PUD’s may be done by <br />rezoning in Industrial Districts and by either rezoning or Conditional Use Permit in <br />Commercial Districts. For a single use site, approval for multiple buildings may be more <br />appropriately handled through a Conditional Use Permit process. <br />City staff is proposing an ordinance change for the City Council’s consideration to simplify the <br />process for single use expansion projects. <br /> <br />ANALYSIS <br /> <br />The proposed amendment provides for multiple buildings on a single lot as a conditional use. <br />The provisions include the following: <br /> <br />1. Amends Section 1007.042 (4)(b) to allow multiple principal buildings by Conditional <br />Use Permit. <br /> <br />2. Amends Section 1007.043 (4) to allow for multiple accessory buildings over 400 square <br />feet in area by Conditional Use Permit in Commercial and Industrial Districts. <br /> <br />3. Amends the permitted Conditional Uses in the GB, General Business District, LI, Light <br />Industry and GI, General Industry Districts, and the PSP, Public Semi-public District to <br />include two or more buildings on same lot.
