24 <br /> <br />Public Land Dedication <br /> <br />The City will require cash in lieu of land dedication. Per the City’s Park, Greenway & Trail <br />System Plan, a neighborhood park is not programmed for this area. Trail construction <br />throughout the development and along Hodgson Road and CR J will be credited. The <br />clubhouse will not be credited since it is a private amenity serving mainly the facility’s <br />residents. The City’s current Park Dedication fees are $3,000 per residential unit and $2,400 <br />per acre for commercial/industrial development. The senior building is a mix of both <br />independent living units (residential) and assisted-living and skilled nursing facility units <br />(commercial). The cottage home and independent living units will be charged as residential <br />units. The assisted-living units and skilled nursing facilities will be charged as commercial <br />users. This practice is consistent with previous assisted-living facilities constructed in the City. <br />The assisted-living units and skilled nursing facilities occupy approximately half of the 4.87 <br />acre lot (Lot 1, Block 2) and will be charged at 2.44 acres. <br /> <br />Building # units or acres Fee per unit Total <br />Cottage Homes 20 units $3,000 $60,000 <br />IL (Independent Living) 100 units $3,000 $300,000 <br />AL (Assisted-Living) + <br />SNF (Skilled Nursing) 2.44 acres $2,400 $5,856 <br />Trail Credit (TBD) <br /> TOTAL $365,856 <br /> <br />Comprehensive Plan <br /> <br />Per the 2030 Comprehensive Plan, the 20 acre site is located in Planning District 1. As <br />discussed, a Master Plan was prepared for the mixed use area at CSAH 49 (Hodgson Road) and <br />CR J (Ash Street) and approved by Council in 2007. The Comprehensive Plan states that all <br />development in the area must be consistent the Master Plan. <br /> <br />The proposed Lyngblomsten development is consistent with the Master Plan as detailed in this <br />staff report and is therefore, consistent with the Comprehensive Plan. <br /> <br />Environmental Assessment Worksheet <br /> <br />An Environmental Assessment Worksheet (EAW) is not warranted. The threshold computation <br />of unattached units (20 cottage homes) and attached units (100 IL + 50 AL) is less than one. <br /> <br />Wetlands <br /> <br />A small 0.28 acre wetland exists in the northwest corner of the site. A wetland delineation was <br />completed by Kjolhaug Environmental in June 2018. A WCA Notice of Decision was issued <br />by RCWD on October 3, 2018. The wetland is not part of the Wetland Management Corridor <br />but the City will require a minimum 25 foot wide buffer. There are no wetland impacts.
