26 <br /> <br />Summary <br /> <br />The proposed Lyngblomsten development meets the goals, objectives and standards of the <br />Comprehensive Plan and the Master Plan. The intersection is a major gateway into the city and <br />has been a high priority redevelopment area over the past 20 years. The site has been the focus <br />of several proposed commercial/residential development proposals. However it has proven to <br />be a challenge for development/redevelopment due to lack of public utilities and transportation <br />infrastructure, high neighborhood expectations and timing. The senior living community will <br />support and catalyze future commercial development in the area, including the restaurant <br />planned by this developer. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board held a public hearing on February 13, 2019. Public comments <br />were overall positive with some concerns regarding buffers and landscaping screening and <br />traffic. The plans have been revised to address these concerns. The Planning & Zoning Board <br />voted 5-0 in favor of the rezoning and PUD Development Stage Plan/Preliminary Plat for <br />Lyngblomsten. <br /> <br />Staff is requesting Council consideration of the following: <br /> <br />1.
