CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: April 22, 2019 <br /> <br />TOPIC: Consider Resolution No. 19-50, Approving Participation <br />in the Anoka County CDBG and HOME programs. <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council consideration to participate in the Anoka County Housing and Urban <br />Development (HUD) programs. <br /> <br />BACKGROUND <br /> <br />Anoka County administers receipt of federal Housing and Urban Development (HUD) funds from the <br />Community Development Block Grant and HOME programs. <br />The Community Development Block Grant (CDBG) program is the federal government’s primary <br />program for promoting community revitalization. CDBG provides annual grants on a formula basis to <br />Anoka County. The CDBG program has three national objectives: <br />• Benefit low and moderate income persons <br />• Aid in the prevention or elimination of slums or blight <br />• Meet community needs that present a serious or immediate threat to the health or welfare of the <br />community <br />The HOME Investment Partnerships Program (HOME) provides formula grants to localities to fund a <br />wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or <br />homeownership or providing direct rental assistance to low-income people. HOME is the largest <br />Federal block grant to state and local governments designed exclusively to create affordable housing <br />for low-income households. <br />HOME program funds are awarded annually as formula grants to participating jurisdictions. The <br />program’s flexibility allows local governments to use HOME funds for grants, direct loans or loan <br />guarantees. <br />Every three years the County must complete an Urban Requalification process to continue receiving <br />and administering funds. As part of the process the County is required to notify participating <br />communities of the option to be excluded from the County’s funding cycles for the next 3 years. <br />
