CITY COUNCIL WORK SESSION April 22, 2019 DRAFT 1 CITY OF LINO LAKES 1 MINUTES 2 3 DATE : April 22, 2019 4 TIME STARTED : 6:00 p.m. 5 TIME ENDED : 6:20 p.m. 6 MEMBERS PRESENT : Council Member Rafferty, Maher, 7 Manthey, Stoesz and Mayor Reinert 8 MEMBERS ABSENT : None 9 10 Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 Swenson; Community Development Director Michael Grochala; Finance Director Sarah 12 Cotton; Human Resources Manager Karissa Bartholomew; City Clerk Julie Bartell 13 14 Review Regular Council Agenda of April 22, 2019 – 15 16 Items on the agenda were reviewed. 17 18 Item 3B) Consideration of 2nd Reading and Passage of Ordinance No. 02-19 – 19 Administrator Karlson reviewed the staff report. 20 21 Council Member Rafferty noted that 180 days is called out in the ordinance. He wonders 22 if that is an appropriate time frame. 23 24 Mayor Reinert explained that the 180 days is referenced in consideration of the City’s 25 petition and City Charter process. 26 27 Council Member Stoesz asked about how the uniform policy is enforced (as referenced in 28 the ordinance). Administrator Karlson replied that the Public Safety Director would deal 29 with situations accordingly and as they arise. 30 31 Item 4A) Accepting Monetary Donation to Canine Unit – Mayor Reinert indicated that 32 the donator should be present to be recognized. If they aren’t present tonight, he 33 anticipates the matter will be postponed until they are. 34 35 Items 6B, 6C and 6D were briefly reviewed. 36 37 Council Member Maher added that she’d recommend that the council have the 38 opportunity to see the outgoing canine and then the incoming canine, in order to 39 recognize the change. 40 41 The meeting was adjourned at 6:20 p.m. 42 43 These minutes were considered, corrected and approved at the regular Council meeting held on 44 May 13 , 2019. 45
