CITY COUNCIL <br />AGENDA ITEM 4A <br /> <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: May 13, 2019 <br /> <br />TOPIC: Cooperative Agreement with the City of Blaine Regarding Public <br />Safety for the 2019 3M PGA Open <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The 2019 3M PGA Open will take place in the City of Blaine starting on June 28, 2019 to July <br />7, 2019. The Blaine Police Department has requested assistance from all Anoka County public <br />safety agencies for staffing of this PGA events. <br /> <br />BACKGROUND <br /> <br />The 2019 3M PGA Open is a large event taking place over ten days and requires around the <br />clock security. Due to the large scale of these events, the Blaine Police Department (BPD) has <br />requested assistance from all Anoka County public safety agencies to properly address security <br />and safety concerns. BPD anticipates they will need approximately fifty police officers and <br />deputies per day and possibly as many as seventy police officers and deputies for the final day. <br /> <br />The City of Blaine has agreed to reimburse all assisting agencies for wages and benefits at the <br />overtime rate of the police officer. <br /> <br />Attached is the cooperative agreement for your review. <br /> <br />Staff and the League of Minnesota Insurance Trust have reviewed this agreement - LMCIT (the <br />City of Lino Lakes insurer) to ensure the agreement provides adequate coverage for the City. <br />The LMCIT Risk Management Attorney reported the language is acceptable and the coverage <br />amount exceeds the minimum requirements. <br /> <br />RECOMMENDATION <br /> <br />Approve the Cooperative Agreement with the City of Blaine regarding public safety for 2019 <br />3M PGA Open. <br /> <br />ATTACHMENTS <br /> <br />City of Blaine - Cooperative Agreement Regarding Public Safety Related to the 2019 3M PGA <br />Open
