13 <br /> <br />possible plan land use changes in the area”. <br /> <br />Findings of Fact <br /> <br />The following are Findings of Fact for approval of the 2040 Comprehensive Plan for adjacent <br />jurisdiction review: <br /> <br />1. Minnesota Statutes §473.864 requires each local governmental unit to review and, if <br />necessary, amend its entire comprehensive plan and fiscal devices and official controls at <br />least once every ten years to ensure its comprehensive plan conforms to metropolitan <br />system plans and ensure its fiscal devices and official controls do not conflict with the <br />comprehensive plan or permit activities that conflict with metropolitan system plan. <br />2. The city initiated an update to the Comprehensive Plan in 2017 as required by State law <br />and held numerous open houses, workshops and meeting to gather input and discuss each <br />of the plan elements. <br />3. The city has communicated to residents, property owners and other stakeholders through <br />individual inquiries, newsletters, the city website and news releases to local press. <br />4. The city has prepared a Comprehensive Plan intended to meet the requirements of the <br />Metropolitan Land Planning Act and Metropolitan Council guidelines and procedures. <br />5. The update reflects the city vision for Lino Lakes. <br />6. The update provides guidance on land use, natural resource and infrastructure planning, <br />as well as implementation steps following adoption of the plan. <br />7. The city may continue to make non-substantive changes to the Comprehensive Plan <br />Update. <br /> <br />Planning and Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing, reviewed the draft 2040 Comprehensive <br />Plan and heard the landowner requests at their April 10, 2019 regular meeting. There were five <br />people present to speak at the public hearing. <br /> <br />The Board was supportive of the Plan and the three proposed changes and voted 7-0 in to <br />approve with the staff recommendation and the findings of fact noted in the resolution. <br /> <br />Next Steps <br /> <br />The adopted schedule includes the following next steps: <br /> <br />1. If the Council approves the 2040 Comprehensive Plan at their May 13th meeting, this will <br />initiate the 6-month adjacent review process prior to sending to the Metropolitan Council <br />for review. <br />2. Following this 6-month review, the City Council will approve the Comprehensive Plan <br />and it will be submitted to the Metropolitan Council for review. <br />3. After the Metropolitan Council completes their review and finds it to be consistent with <br />regional systems, the city may adopt the 2040 Comprehensive Plan. <br />4.
