1 <br /> <br /> <br />CITY OF LINO LAKES <br />RESOLUTION NO. 19-54 <br /> <br />AUTHORIZING DISTRIBUTION OF THE DRAFT 2040 COMPREHENSIVE PLAN TO <br />ADJACENT JURISDICTIONS FOR REVIEW AND COMMENT <br /> <br />WHEREAS, the City of Lino Lakes has initiated an update to the adopted 2030 Comprehensive <br />Plan consistent with the requirements in state law; and <br /> <br />WHEREAS, the Planning and Zoning Board reviewed the 2040 Comprehensive Plan at a duly <br />called Public Hearing on April 10, 2019 and recommends approval with three changes. <br /> <br />NOW, THEREFORE BE IT RESOLVED, that The City Council of The City of Lino Lakes <br />hereby authorizes distribution of the draft 2040 Lino Lakes Comprehensive Plan to adjacent <br />governmental units for review and comment based on the following findings: <br /> <br />1. Minnesota Statutes §473.864 requires each local governmental unit to review and, if <br />necessary, amend its entire comprehensive plan and fiscal devices and official controls at <br />least once every ten years to ensure its comprehensive plan conforms to metropolitan <br />system plans and ensure its fiscal devices and official controls do not conflict with the <br />comprehensive plan or permit activities that conflict with metropolitan system plan. <br /> <br />2. The City initiated an update to the Comprehensive Plan in 2017 as required by State law <br />and held numerous open houses, workshops and meeting to gather input and discuss each <br />of the plan elements. <br /> <br />3. The City has communicated to residents, property owners and other stakeholders through <br />individual inquiries, newsletters, the City website and news releases to local press. <br /> <br />4. The City has prepared a Comprehensive Plan intended to meet the requirements of the <br />Metropolitan Land Planning Act and Metropolitan Council guidelines and procedures. <br /> <br />5. The update reflects the City vision for Lino Lakes. <br /> <br />6. The update provides guidance on land use, natural resource and infrastructure planning, <br />as well as implementation steps following adoption of the plan. <br /> <br />7. The City may continue to make non-substantive changes to the Comprehensive Plan <br />Update; and <br /> <br />BE IT FURTHER RESOLVED, approval of the Comprehensive Plan update is contingent <br />upon the required six-month review by adjacent and affected jurisdictions; and <br /> <br />BE IT FURTHER RESOLVED, approval of the Comprehensive Plan update is contingent <br />upon and subject to the required review and response by the Metropolitan Council; and <br /> <br />BE IT FURTHER RESOLVED, the draft 2040 Comprehensive Plan shall be revised to include <br />the following three changes:
