Consider Resolution No. 19-57, Approving Grant Agreement <br />with RCWD, Century Farm North Stormwater Reuse <br />Feasibility Study <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to approve Cost-Share Agreements with the Rice <br />Creek Watershed District (RCWD) for irrigation controller replacement at 12 City-owned <br />irrigation systems and up to three of the largest private townhome irrigation users. Additionally, <br />a Stormwater Reuse Feasibility Study will be completed for the Century Farm North townhome <br />area. <br /> <br />Background <br /> <br />As part of the City’s ongoing water conservation efforts, staff has targeted reduction in water use <br />for irrigation as a primary means of meeting the City’s conservation goals. The RCWD offers <br />two cost share programs that assist with projects that meet the District’s surface water <br />management goals. The City applied for funding for both an irrigation controller replacement <br />project as well as a stormwater reuse feasibility study. <br /> <br />The new controllers will allow the City to use less water and operate irrigation systems centrally. <br />The irrigation volumes at the targeted locations use an average of 14.35 million gallon annually. <br />The use of smart controllers (weather based system) and/or soil moisture sensors may reduce <br />water use by up to 50%. This would result in 7.2 million gallons annually, representing <br />approximately 5.3 days of water use for the entire city. The RCWD grant will pay 50% of the <br />conversion costs up to a maximum of $41,000. The City share of costs will be funded through <br />the City water utility. The controller conversion is proposed to be phased in over 2 years. <br /> <br />Additionally, the Century Farm North development provides an opportunity to use the <br />developments existing stormwater ponds to offset irrigation demand.
