He explained that there can be significant costs involved as 95 <br />well as the need to have an adequate space between. Council Member Stoesz suggested 96 <br />that it could save the cost of another test well. 97 <br /> 98 <br />Council Member Manthey suggested that the cost of constructing a new well house with 99 <br />the materials of this older building (fully brick), would be expensive. Mr. Oertel said in 100 <br />either case (reuse or building a new house) it would be a heavy duty building; he noted 101 <br />that are some risks associated with repurposing such an old building (that hasn’t been 102 <br />heated) such as cracking. 103 <br /> 104 <br />Council Member Manthey asked if there is any additional information that would give 105 <br />him a better view on which option (new or repurpose) is better. Mr. Oertel explained that 106 <br />the older building would be bigger and you have the benefit of saving the property, 107 <br />however, all other benefits such as longevity, efficiency, etc. go to the new building. 108 <br /> 109 <br />Mayor Reinert asked if Anoka County has a deadline to move on the farm house (since 110 <br />they own the building). Mr. Grochala said he believes the county expects to move in 111 <br />conjunction with the Birch Street project. 112 <br /> 113 <br />The order of moving forward was reviewed by staff: a) proceeding with a test well if 114 <br />comfortable with the cost of the building; b) regardless, the city could put the well there. 115 <br /> 116 <br />Council Member Stoesz asked about getting public input on saving the farm house. 117 <br />Mayor Reinert remarked that there’s generally a mixed bag of opinions on this type of 118 <br />question. 119 <br /> 120 <br />Mayor Reinert said the City should learn more on the well. 121 <br /> 122 <br />3. Lyngblomsten Tax Increment Financing (TIF) Update – Community 123 <br />Development Director Grochala and Mikaela Huot, BakerTilly, reviewed a PowerPoint 124 <br />presentation providing additional analysis on the project cost and requested need for 125 <br />financial assistance. The presentation included information on: 126 <br />- Updated financial components (application for tax increment financing (TIF), 127 <br />breakout of sources and uses of funding; how tax increment revenues are derived; 128 <br />financing proposed; 129 <br />- Additional project details (elements are Senior Care Campus, Cottages, and 130 <br />Commercial/Retail); illustration of development elements included in tax increment 131 <br />district/plan; estimated values of taxes anticipated; 132 <br />- Results of due diligence and financial review; a maximum of 3.6 million tax 133 <br />increment recommended by staff; 134
