BOARD OF REVIEW MINUTES May 6, 2019 <br />DRAFT <br /> <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br />BOARD OF APPEAL AND EQUALIZATION 3 <br /> 4 <br />DATE : May 6, 2019 5 <br />TIME STARTED : 6:00 p.m. 6 <br />TIME ENDED : 6:20 p.m. 7 <br />MEMBERS PRESENT : Council Member Maher, Manthey, Rafferty, Stoesz 8 <br />and Mayor Reinert 9 <br />MEMBERS ABSENT : none 10 <br /> 11 <br />Staff members present: City Administrator Jeff Karlson; City Clerk Julie Bartell 12 <br /> 13 <br />Anoka County Assessor Staff present: Scott Schutz, Residential Appraiser; Dan Eichens, 14 <br />Commercial/Industrial Appraiser. 15 <br /> 16 <br />Mayor Reinert called the meeting to order. 17 <br /> 18 <br />The council had reviewed the official board report (on file) at a recent work session. 19 <br /> 20 <br />Anoka County Appraiser (residential) Schutz explained the increased valuations seen over the past 21 <br />year as recognized in the county recommendations. Lino Lakes has experienced much in the area of 22 <br />new construction increases (80%) and median values have increased as indicated in the report. He 23 <br />noted that he is requesting that the council enter several properties into the record to reserve the right 24 <br />to appeal to the Anoka County Board of Equalization. 25 <br /> 26 <br />The following properties were read into the record: 27 <br /> 28 <br />Robert & Kelly Krause: 30-31-22-24-0022 $79,800 + $223,000 = $302,800 (old) 29 <br /> $79,800 + $219,800 = $299,600 (new) 30 <br /> 31 <br />Cara Clampitt: 32-31-22-14-0020 $77,200 + $196,600 = $273,800 32 <br /> $77,200 + $ 194,200 = $271,400 33 <br /> 34 <br />Bradley Blahana: 32-31-22-13-0035 $91,400 + $ 433,900 = $525,300 35 <br /> $91,400 + $ 420,800 = $ 512,200 36 <br /> 37 <br />Peggy & Richard Diehl: 27-31-22-14-0014 No Change 38 <br /> 39 <br />Mayor Reinert noted the time that all cities faced a downturn in valuations due to the economy (ten 40 <br />years). That is now being corrected by a better economy. The city has surpassed valuations from 41 <br />before the downturn. 42 <br /> 43 <br />Mayor Reinert remarked that the council does have the authority to lower property values. He 44 <br />opened the floor to hear from property owners present wishing to speak. 45
