CITY COUNCIL <br />AGENDA ITEM 6B <br /> <br />STAFF ORIGINATOR: Ed Youngquist <br /> <br />MEETING DATE: June 10, 2019 <br /> <br />TOPIC: Consider Resolution 19-67, Order Project, Approve the Plans <br />and Specifications and Authorize the Ad for Bid, East Cedar <br />Street & 24th Avenue/Elmcrest Avenue North Improvement <br />Project <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to authorize advertisement for bids for the East <br />Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project <br /> <br />BACKGROUND <br /> <br />On March 11, 2019, the City Council approved the preparation of the plans and specifications for <br />the East Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project. The project <br />includes paving 24th Avenue/Elmcrest Avenue from Tart Lake Road to the south a distance of <br />2,300 feet, and East Cedar Street from Otter Lake Road to the east a distance of 2,600 feet. East <br />Cedar Street Improvement Project includes the reclamation of the existing paved section from <br />Otter Lake Road east approximately 1,340 feet and paving the gravel section of Cedar from <br />approximately 1,340 feet east to the City of Hugo border. <br /> <br />The City entered into a Joint Powers Agreement with the City Hugo for cost sharing of the <br />project. The East Cedar Street improvements are the financial responsibility of the City of Lino <br />Lakes and the 24th Avenue/Elmcrest Avenue improvements are the financial responsibility of the <br />City of Hugo. The fees will be prorated based on the percentage of construction costs as outlined <br />in the JPA. <br /> <br />The Cedar Street project total estimated project cost is $490,000. Additional costs for subgrade <br />correction are being discussed at the June 3rd, 2019 Council work session. Funding for the <br />project is through the street reconstruction fund and state aid funding. <br /> <br />The proposed schedule for this project is as follows: <br /> <br /> City Council Authorizes Plans and Spec’s March 11, 2019 <br /> City Council Authorizes Ad for Bids June 10, 2019 <br /> City Open Bids July 18, 2019 <br /> City Council Awards Contract July 22, 2019
