COUNCIL MINUTES June 24, 2019 <br />DRAFT <br />3 <br />Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public 86 <br />hearing was closed. 87 <br /> 88 <br />Council Member Manthey moved to approve the First Reading of Ordinance No. 08-19 as presented. 89 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 90 <br /> 91 <br />6C) Consider Resolution 19-81, Approving Land Acquisition from Estate of Margaret 92 <br />Carpenter (7685 Lake Drive) - Community Development Director Grochala reported that this 93 <br />acquisition is recommended based on a review of the City’s Economic Development Advisory 94 <br />Committee (EDAC) for future road extension and redevelopment in the area. The property owner 95 <br />has come forward offering the property for sale. 96 <br /> 97 <br />Mayor Reinert explained that acquisition of this property relates to a future roadway alignment with 98 <br />Marketplace Drive. The current streetway would then be available for development. 99 <br /> 100 <br />Council Member Manthey moved to approve Resolution No. 19-81 as presented. Council Member 101 <br />Stoesz seconded the motion. Motion carried on a voice vote. 102 <br /> 103 <br />6D) Consider Resolution No. 19-80, Approving Change Order No. 1, 2019 Mill and Overlay 104 <br />Project – City Engineer Hankee explained that the change order is requested based on a previous 105 <br />discussion with the council to add replacement of certain gate valves to the scope of the Mill and 106 <br />Overlay Project. Based on additional valve issues this past weekend, along with the change order, 107 <br />staff is recommending doing some additional exploratory discovery and getting back to the council 108 <br />with more data. She added that the contractor is scheduled for July 8, weather permitting. 109 <br /> 110 <br />Council Member Stoesz asked if staff has a communication plan to residents that could experience 111 <br />outages. Ms. Hankee said they have a plan and utilize door hangers generally; an email list will be 112 <br />attempted. 113 <br /> 114 <br />Council Member Manthey thanked staff for keeping the council up to date on the situation; further 115 <br />exploration is a good idea. 116 <br /> 117 <br />Council Member Manthey moved to approve Resolution No. 19-80 as presented. Council Member 118 <br />Stoesz seconded the motion. Motion carried on a voice vote. Council Member Rafferty abstained 119 <br />from voting. 120 <br /> 121 <br />UNFINISHED BUSINESS 122 <br /> 123 <br />There was no Unfinished Business. 124 <br /> 125 <br />NEW BUSINESS 126 <br /> 127 <br />Mayor Reinert explained that school districts do not pay to replace play structures at their facilities. 128 <br />The responsibility generally falls to the school PTO.
