<br /> Anoka County 2019 <br />Multi-Jurisdictional <br />All Hazards Mitigation Plan <br /> <br />107 <br />30B4.4 Hazard Vulnerability <br /> <br />50B4.4.1 Jurisdiction Hazard Vulnerability Assessment <br />This Vulnerability Assessment Section provides <br />a vulnerability summary and builds upon the <br />information provided in the Vulnerability Analysis <br />Section and the detailed list of hazard events in <br />Appendix A. This section identifies community <br />assets and development trends in Anoka County, <br />then assessing the potential impact and amount <br />of damage that could be caused by each hazard <br />event. The objective of the assessment is to <br />prioritize hazards of concern to Anoka County <br />and to identify hazard mitigation strategies that <br />will reduce or eliminate their effects. <br /> <br />The vulnerability findings presented in this <br />section have resulted in an approximation of risk. <br />These estimates should be used to understand <br />relative risk from hazards and the potential <br />losses that may be incurred, however, uncertainties are inherent in loss estimation <br />methodology, arising from incomplete scientific knowledge concerning specific hazards and <br />their effects on the environment, as well as incomplete data sets, and from approximations and <br />simplifications that are necessary in order to provide a meaningful analysis. Further, most data <br />used in this assessment covers relatively short periods of records which increases the <br />uncertainty of any statistically based analysis. <br /> <br />To complete the assessment, each participating municipality provided the best available local <br />data. The Anoka County Emergency Management Organization then collected data from a <br />variety of external sources, including state and federal agencies, and analyses were performed <br />qualitatively and quantitatively. Additional work will be done on an ongoing basis to enhance, <br />and further improve the accuracy of the baseline established here, and it is expected that this <br />vulnerability assessment will continue to be refined through future plan updates as new data <br />and loss estimation methods or tools become available to Anoka County. <br /> <br />Two distinct methodologies were applied to assess the risk for Anoka County. The first includes <br />a quantitative analysis that relies upon best available data and technology, while the second <br />methodology includes a qualitative analysis that relies more on local knowledge and rational <br />decision-making. Upon completion, the methodologies are combined to create a “hybrid” <br />approach for assessing hazard vulnerability for Anoka County that allows for some degree of <br />quality control and assurance. <br /> <br />Quantitative Methodology consists of utilizing Hazards U.S. Multi-Hazard (HAZUS®MH), a <br />geographic information system (GIS) based loss estimation software available from FEMA. For <br />some hazards, the quantitative assessment also incorporates a detailed GIS-based approach <br />using best available local data from Anoka County. When combined, the results of these <br />vulnerability studies are used to form an assessment of potential hazard losses (in dollars), <br />along with the identification of specific community assets that are deemed potentially at-risk. As <br />the HAZUS-MR software was only acquired by Anoka County during this mitigation planning <br />cycle, its use was limited. Future updates to the plan will fully utilize HAZUS-MR along with the <br />Multi-hazard Requirement §201.6(c)(2)(ii): <br />[The risk assessment shall include a] <br />description of the jurisdiction’s vulnerability <br />to the hazards described in paragraph <br />(c)(2)(i) of this section. This description shall <br />include an overall summary of each hazard <br />and its impact on the community. <br />FMA Requirement §78.5(b): Description of <br />the existing flood hazard and identification of <br />the flood risk, and the extent of flood depth <br />and damage potential. <br />A. Does the plan include an overall summary <br />description of the jurisdiction’s vulnerability to <br />each hazard? <br />B. Does the plan address the impact of each <br />hazard on the jurisdiction?
