Anoka County 2019 Multi-Jurisdictional All Hazards Mitigation Plan 163 117B5.1.3.3 Fiscal Capability The ability of a local government to take action is closely associated with the amount of money available to implement policies and projects. This may take the form of outside grants or local- based revenue and financing. The costs associated with mitigation policy and project implementation vary widely. In some cases, policies are tied primarily to staff or administrative costs. In other cases, direct expenses are linked to an actual project such as the acquisition of flood prone homes, which can require a substantial commitment from local, state, and federal funding sources. The Capability Assessment Survey was used to capture information on each jurisdiction’s fiscal capability through the identification of locally available financial resources. The survey identifies whether the jurisdiction does or does not have the capability and scores overall fiscal capability.
