CITY COUNCIL WORK SESSION
DRAFT
2
46
Administrator Karlson said staff would not recommend any additional surplus use 47
because that is a negative to start the next year’s budget. 48
49
Council Member Rafferty asked and received clarification on the term of equipment 50
certificates – three years. 51
52
Mayor Reinert indicated that he sees the need to meet again. 53
54
Director Cotton remarked that the council hasn’t spent much time on the Water and 55
Sewer Enterprise Funds. She reviewed the funds and that the balance in those funds 56
remain quite high but that’s appropriate because the city doesn’t fully depreciate. Mayor 57
Reinert asked how much those funds are actually expending and Ms. Cotton noted for the 58
Water Fund, $1.5 million ($580 depreciation), and for the Sewer Fund $2 million. Mayor 59
Reinert asked Ms. Cotton to prepare a summary page drilling down further on those 60
funds, indicating the gap analysis for depreciation and how much it would cost (per 61
household) to cover that gap. 62
63
The Council concurred to meet on Wednesday, September 18, 2019 at 6:00 p.m. 64
65
The meeting was adjourned at 7:50 p.m. 66
67
These minutes were considered, corrected and approved at the regular Council meeting held on 68
September 23, 2019. 69
70
71
72
73
Julianne Bartell, City Clerk Jeff Reinert, Mayor 74
