<br /> <br />CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br /> <br />MEETING DATE: September 23, 2019 <br /> <br />TOPIC Consider Approval of Resolution No. 19-120, Elbe Street <br />Alternative Exit Route for Waldoch Farm’s <br />Pumpkin Patch and Corn Maze Special Event <br />Permit <br /> <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Waldoch Farm’s has applied for and been granted a Special Event Permit for the 6th annual <br />Pumpkin Patch and Corn Maze. Waldoch Farm’s is requesting to use Elbe Street as an <br />alternative exit route for this event which runs through October 31. <br /> <br />BACKGROUND <br /> <br />The City has received a request from Waldoch Farm’s to use Elbe Street as an alternative exit <br />route during the 6th annual Pumpkin Patch and Corn Maze. <br /> <br />Community Development staff has reviewed the plan submitted by Waldoch Farm’s and is <br />recommending the following conditions: <br /> <br />• Any connection to Elbe Street shall require a 20’ wide driveway base from the edge of <br />pavement (improved Elbe Street) to the property line. The base shall be surfaced with a <br />minimum placement of three inches of class 5 gravel to provide adequate support for <br />vehicles and minimize vehicle tracking onto paved surfaces. Said surface shall be <br />maintained by applicant through the course of the event. Any vehicle tracking onto Elbe <br />Street shall be cleaned daily. <br /> <br />• In addition applicant shall provide and maintain a gate and the property line. Gate shall <br />be adequately secured to prevent vehicles from entering or exiting the property when <br />alternative route is not in use. <br /> <br />The City Clerk’s office has notified residents on Elbe Street of the proposed exit route requested <br />by Waldoch Farms. <br /> <br />The Public Safety Department has reviewed the plans from Waldoch Farm’s and is <br />recommending if approved, the exit route be closed by 5:00 p.m. on Halloween for the safety of <br />neighborhood trick or treaters.
