CITY COUNCIL WORK SESSION <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : September 23, 2019 4 <br />TIME STARTED : 5:55 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Council Member Maher, Manthey, Stoesz 7 <br /> and Mayor Reinert 8 <br />MEMBERS ABSENT : Council Member Rafferty 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; Community Development Director Michael Grochala; Finance Director Sarah 12 <br />Cotton; City Engineer Diane Hankee; City Clerk Julie Bartell 13 <br /> 14 <br />1. Review Regular City Council Agenda of September 23, 2019 15 <br />Item 2A, 2B, 2C and 2D, 2020 Preliminary Budget and Other Actions - Finance 16 <br />Director Cotton explained that the budget documents themselves will have to be amended 17 <br />to reflect the council’s change at the budget work session that occurred earlier in the 18 <br />evening. She will explain the change at the council meeting. 19 <br /> 20 <br />Other budget approvals to be considered are setting the date for the Truth in Taxation 21 <br />Hearing, cancelling certain debt service levy which is not required in the budget and 22 <br />issuance of certain Certificates of Indebtedness. 23 <br /> 24 <br />Council Member Stoesz asked if there can be arrangements for additional public input 25 <br />through electronic means such as Skype. The council discussed options and decided it 26 <br />would not be possible this year but it’s a good goal for the future. 27 <br />Item 3A, Waldoch Farms Special Event, Use of Elbe Street – The City Clerk 28 <br />explained that the neighborhood has been notified that the council will be considering 29 <br />Waldoch Farm’s request at the council meeting. The council discussed their concerns 30 <br />about use of the street as well as how parking and exiting the event has been handled in 31 <br />the past. 32 <br />The mayor suggested that the Police Department could be hired to help with traffic. 33 <br />Director Swenson said they have assisted in the past but Waldoch has not asked for this 34 <br />year and he added that they would have no problem doing it this year. They do not have 35 <br />any traffic recorded safety issue. 36 <br />The meeting was adjourned at 6:25 p.m. 37 <br /> 38 <br />These minutes were considered, corrected and approved at the regular Council meeting held on 39 <br />October 14, 2019. 40 <br /> 41 <br /> 42
