City ordinance does not prohibit the use of a chain link fence with slats for <br />perimeter and security control. <br /> <br />It should be noted that outdoor storage is only allowed on the “Proposed Bituminous Surface” <br />as shown on Sheet C2, Civil Site Plan. Outdoor storage is not allowed anywhere else on site, <br />including the grass and existing gravel surface areas within the proposed chain link fence. <br /> <br />The applicant could consider reducing the area of the chain linked fence in area to only include <br />the “Proposed Bituminous Surface” as a potential cost savings. <br /> <br />4. The storage area is blacktopped or concrete surfaced, unless an alternative wear- <br />resistant material is determined by the City Engineer to be suitable to control <br />dust and drainage and is specifically approved by the City Council. <br /> <br />The 74.3’ x 93.7’ (6,948 sf) outdoor storage area will be a bituminous (i.e. blacktopped) <br />surface. <br /> <br />In regards to curb and gutter, per Section 1007.044(3)(h)12: Curbing and Landscaping. <br />Except for single, two family, townhouse and quadraminiums, all open off-street parking shall <br />have a continuous concrete perimeter curb barrier around the entire parking lot. Said curb <br />barrier shall not be closer than the required parking setback of the respective zoning district. <br /> <br />An open and outdoor storage area could be considered differently from a parking lot. By <br />definition, exterior storage (i.e. open and outdoor storage) is an outside area where equipment, <br />vehicles, trailers or materials are stored. A parking lot is an off-street, ground level area for <br />the temporary storage of motor vehicles. Curb and gutter could be required for just parking <br />lots and not exterior storage areas if supported by the Planning & Zoning Board and approved <br />by the City Council. <br /> <br />5. The storage area does not take up parking space or loading space as required for <br />conformity to this Ordinance and is not located in the front yard. <br /> <br />The storage area does not take up any required parking space or loading space. This would <br />allow a storage area of 7,250 sf (2,900 sf x 2.5 = 7,250 sf). The proposed bituminous pad is <br />6,948 sf. The storage area ratio is compliant. <br /> <br />8. All parking, loading and truck staging activities shall occur on site. On-street <br />parking and loading associated with the use is prohibited. <br />
