CITY COUNCIL WORK SESSION <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE September 23, 2019 <br />5 TIME STARTED 5:55 p.m. <br />6 TIME ENDED 6:25 p.m. <br />7 MEMBERS PRESENT Council Member Maher, Manthey, Stoesz <br />8 and Mayor Reinert <br />9 MEMBERS ABSENT Council Member Rafferty <br />10 <br />i 1 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; Community Development Director Michael Grochala; Finance Director Sarah <br />13 Cotton; City Engineer Diane Hankee; City Clerk Julie Bartell <br />14 <br />15 1. Review Regular City Council Agenda of September 23, 2019 <br />16 Item 2A, 2B, 2C and 2D, 2020 Preliminary Budget and Other Actions -Finance <br />17 Director Cotton explained that the budget documents themselves will have to be amended <br />18 to reflect the council's change at the budget work session that occurred earlier in the <br />19 evening. She will explain the change at the council meeting. <br />20 <br />21 Other budget approvals to be considered are setting the date for the Truth in Taxation <br />22 Hearing, cancelling certain debt service levy which is not required in the budget and <br />23 issuance of certain Certificates of Indebtedness. <br />24 <br />25 Council Member Stoesz asked if there can be arrangements for additional public input <br />26 through electronic means such as Skype. The council discussed options and decided it <br />27 would not be possible this year but it's a good goal for the future. <br />28 Item 3A, Waldoch Farms Special Event, Use of Elbe Street —The City Clerk <br />29 explained that the neighborhood has been notified that the council will be considering <br />30 Waldoch Farm's request at the council meeting. The council discussed their concerns <br />31 about use of the street as well as how parking and exiting the event has been handled in <br />32 the past. <br />33 The mayor suggested that the Police Department could be hired to help with traffic. <br />34 Director Swenson said they have assisted in the past but Waldoch has not asked for this <br />35 year and he added that they would have no problem doing it this year. They do not have <br />36 any traffic recorded safety issue. <br />37 The meeting was adjourned at 6:25 p.m. <br />38 <br />39 These minutes were considered, corrected and approved at the regular Council meeting held on <br />40 October 14, 2019. <br />41 <br />42 <br />1 <br />
