Ms. Larsen stated that the DNR <br />decides these parcels lot size due to being in the shore land management district. <br />Board members discussed shore line access area width options. <br />Chair Tralle opened the public hearing at 7:20 P.M. <br />Jerome Poehling, 6790 West Shadow Lake Drive, stated the history of the property <br />and the purpose of the project. He thinks everything has been covered well and he <br />appreciates the consideration. <br />Mona Poehling, 6790 West Shadow Lake Drive, stated that City water and sewer <br />hookup for their property has taken a long time and she is happy it is finally <br />happening. <br />Mr. Stimpson made a MOTION to close the Public Hearing. Motion was supported <br />by Mr. Ruhland. Motion carried 6-0. <br />Mr. Root stated that the variance is substantial but the lots will be consistent with <br />other properties in the neighborhood. Mr. Root stated that the situation was not <br />created by the homeowner, but instead by outside agencies. Not granting the variance <br />would be denying the homeowners appropriate use of their property. <br />Mr. Root made a MOTION to approve the Poehling Addition Variance and <br />Preliminary Plat with recommendations to change the shore line access to 20 feet. <br />Motion was supported by Mr. Laden. Motion carried 6-0. <br />B. PUBLIC HEARING: Stern Addition Preliminary Plat <br />Ms. Larsen, City Planner, presented the staff report. <br />Mr. Stimpson stated that changes should be made to the submittal to FEMA if a deck <br />or accessory structure is considered. <br />Ms. Hankee stated that the property owners could have a detached deck which could <br />avoid FEMA requirements. <br />Chair Tralle opened the public hearing at 7:37 P.M. <br />Jamie Stern, 6820 West Shadow Lake Drive, is excited to see this project move <br />forward and appreciates the work the board and the City have done. <br />Mr. Stern questioned if a detached deck requires a building permit. Mr. Laden stated <br />that a detached deck requires a building permit if it is over 42 inches off the ground. <br />Mr. Evenson made a MOTION to close the Public Hearing.
