WS –Item#1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No.1 <br />Date: <br />October 7, 2013 <br />To: <br />City Council <br />From: <br />Michael Grochala <br />Re: <br />MS4 Update <br />Background <br />The Municipal Separate Storm Sewer System (MS4) general permit is mandated by <br />federal regulations under the Clean Water Act and administered byt the Minnesota <br />Pollution Control Agency. The permit allows for owners of storm sewer systems to <br />discharge stormwater into lakes, river and wetlands provided certain regulatory <br />requirements are met. <br />The City of Lino Lakes has been operating it’s system under a permit issued in 2006. <br />Reissuance of the permit was approved by the state in May of 2013 and went into effect <br />August 1, 2013. Under the permit requirements the City will be required to submit an <br />application for permit reauthorizationby December 29, 2013. The reauthorization will <br />also require the preparation of an updated Storm Water Pollution Prevention Program <br />(SWPPP). <br />The SWPPP is comprised of 6 components, referred to as Minimum Control Measures <br />(MCM’s) that provide for implementation of the permit requirements: <br />1.Public education and outreach, which includes teaching citizens about better <br />stormwater management <br />2.Public participation: Include citizens in solving stormwater pollution problems. <br />This includes a required public annual meeting and an annual report. <br />3.A plan to detect and eliminate illicit discharges to the stormwater system (like <br />chemical dumping and wastewater connections) <br />4.Construction-site runoff controls <br />5.Post-construction runoff controls <br />6.Pollution prevention and municipal “good housekeeping” measures, like covering <br />salt piles and street-sweeping. <br />Over the next 6 to 9 months staff will be working with WSB and Associates to draft the <br />new SWPPP. Jeff Peters (WSB) will be present at the work session to provide an <br />overview of the new permit requirements. <br /> <br />
