WS – Item #1

WORK SESSION STAFF REPORT
Work Session Item No. 1

Date: December 2, 2019

To: City Council

From: Diane Hankee, City Engineer
Re: Well House No. 7 Feasibility Study
Background

On December 10, 2018, the City Council authorized the preparation of a Feasibility Study for
Well House No. 7. The Feasibility Study evaluates the construction of Well No. 7 and the use
of an existing farm house as the well house. The Feasibility Study also included the evaluation
and construction of a test well. The existing farm house and proposed well are located at 509
Birch Street. 509 Birch Street was purchased by Anoka County for future access to Birch Street
in coordination with the Centennial School District.

During the drilling of the test well, in March of 2019, the test well collapsed and the test well
was not able to be completed. At the April 1, 2019, Council work session, the collapse of the
test well was discussed with Council along with the options for the test well moving forward. A
screen test well was recommended. Prior to the approval the screened test well staff brought
back additional information to the May 6, 2019 work session. WSB engineers and Oertel
Architects provided preliminary layouts and cost estimates for re-purposing the farmhouse as a
well house. They also provided a comparison cost of a new well house.

On June 10, 2019 the Council awarded the bid for the screened test well. The test well and
water system modeling was completed. The Feasibility Study for Well No. 7 has been finalized.
Jeff Oertel of Oertel Architects and Greg Johnson of WSB will be present at the work session
to go through the Feasibility Study.

Requested Council Direction

Direct staff to include the Feasibility Study for Well House No. 7 on a future City Council
agenda for Acceptance.

Attachments

1.
