CITY COUNCIL <br />AGENDA ITEM 1F <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br />MEETING DATE: October 14, 2013 <br />TOPIC: Consider Approving Application for Exempt Permit from <br />Lawful Gambling License for St. Joseph Catholic Church <br />(two events) <br />VOTE REQUIRED: 3/5 Vote <br />INTRODUCTION <br />ent is scheduled for <br />November 24, 2013. The church has also applied for an exempt permit to conduct a raffle to also <br />be held on November 24, 2013.The proceeds from this fundraising event will be used to award <br />college scholarships to members of St. Joseph Catholic Church. <br />BACKGROUND <br />Non-profit organizations are allowed, under the State Gambling Statutes, to apply for an <br />exemption from agambling license if they conduct five (5) or fewer gambling occasions per <br />calendar year. St. Joseph Catholic Church conducts five (5) or less per calendar and, therefore, <br />remains exempt from requiring a gambling license. <br />Minnesota Statutes, Chapter 349, Section 349.166, Subd. 2 does, however, require that the non- <br />profit organizations applying for the exemption permit,notify the city that they are applying for <br />the exemption and receive local approval. <br />The application and background materials are . <br />RECOMMENDATION <br />Adopt a motion approving the applications for exemption with no waiting period. <br /> <br />
