COUNCIL MINUTES —SPECIAL SESSION <br />1 <br />2 <br />3 <br />4 DATE <br />5 TIME STARTED <br />6 TIME ENDED <br />7 MEMBERS PRESENT <br />8 <br />9 MEMBERS ABSENT <br />APPROVED <br />CITY OF LINO LAKES <br />MINUTES <br />November 20, 2019 <br />. 6:00 p.m. <br />. 6:25 p.m. <br />Council Member Rafferty, Maher, <br />Stoesz, Manthey and Mayor Reinert <br />10 <br />11 Staff members present: Community Development Director Michael Grochala; City Attorney Jay Squires <br />12 <br />13 Mayor Reinert called the meeting to order at 6:00 p.m. in the Council Work Room at Lino Lakes City <br />14 Hall. Before the meeting was closed, Mayor Reinert read a statement on the purpose of the meeting. <br />15 The meeting was closed as a session of the city council pursuant to the Open Meeting Law for the <br />16 purpose of discussing land acquisition related to the NE Drainage Area (Peltier Outlet) Improvement <br />17 Project. <br />i8 <br />19 The closed meeting was not recorded under attorney client priviledge. <br />20 <br />21 At 6:22 p.m., the meeting was opened for the purpose of considering the following action. <br />22 <br />23 2A) Consider Stipulation Agreement Regarding Acquisition of Property <br />24 <br />25 City Attorney Squires recommended approval of the proposed stipulation between the City and the <br />26 legal ownership group by which the legal ownership group would stipulate to the necessity and <br />27 public purpose of the taking and also agree, as the stipulation indicates, to the payment of just <br />28 compensation of the appraised value of the property. <br />29 <br />3o Mayor Reinert received confirmation from the City Attorney that opening the meeting and taking <br />31 action was appropriate under the Open Meeting Law. <br />32 <br />33 Rafferty moved to approve the recommendation as had been stated by the City Attorney. Council <br />34 Member Stoesz seconded the motion. Motion carried on a voice vote. <br />35 <br />36 ADJOURN <br />37 <br />38 There being no further business, Council Member Rafferty moved to adjourn at 6:25 p.m. Council <br />39 Member Maher seconded the motion.
