CITY COUNCIL WORK SESSION <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE November 25, 2019 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:20 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Maher, <br />8 Manthey, Stoesz and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />i 1 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; Community Development Director Michael Grochala; Finance Director Sarah <br />13 Cotton; City Planner Katie Larsen; City Engineer Diane Hankee; Environmental <br />14 Coordinator Marty Asleson, Human Resources Karissa Bartholomew; City Clerk Julie <br />15 Bartell <br />16 1. 7109 Sunrise Drive Private Well —Community Development Director Grochala <br />17 reviewed his written report. Recently the council heard from a resident who wishes to <br />18 continue with construction of a well when the City Code doesn't allow for it. The <br />19 council asked staff to review the situation. Mr. Grochala reported that a variance to the <br />20 city code would be required in order to allow the well project. If the council wishes to <br />21 consider an amendment to the city code, options are presented in the staff report along <br />22 with staff s recommendations. He pointed out information included on areas of the city <br />23 that are seen as more vulnerable for well drilling. An onsite proper septic system is seen <br />24 as a must. A change would have to be in ordinance for and the procedure required for <br />25 the passage of ordinances would a final change many weeks into the future. <br />26 Staff will present the facts to the concerned resident and report back to the council in <br />27 December. <br />28 2.
