CITY OF LINO LAKES <br />RESOLUTION NO. 19-175 <br />RESOLUTION APPROVE PLANS AND SPECIFICATIONS, AND AUTHORIZE <br />ADVERTISEMENT FOR BIDS FOR THE EAST CEDAR STREET AND 24TH <br />AVENUE/ELMCREST AVENUE NORTH IMPROVEMENT PROJECT <br />WHEREAS, a Joint Powers Agreement was executed for the East Cedar Street & 24th <br />Avenue/Elmcrest Avenue North Improvement Project by the City of Lino Lakes on March 11, <br />2019, and by the City of Hugo on March 26, 2019; and <br />WHEREAS, on June 10, 2019, the City Council approved resolution 19-67 Approving the Plans <br />and Specifications. and <br />WHEREAS, on August 26, 2019, the City Council rejected the bids received on August 15, 2019, <br />and authorized the City Clerk to return the bid bonds to contractors, and <br />WHEREAS, the Joint Powers Agreement was amended by the City of Hugo on September 3, <br />2019, and the City of Lino Lakes on September 23, 2019, to change the construction schedule <br />from 2019 to 2020; and <br />WHEREAS, the Joint Powers Agreement was amended a second time by the City of Hugo on <br />November 18, 2019, to add a bid alternate for the extension of sanitary sewer and watermain to a <br />parcel adjacent to Elmcrest Avenue to be invoiced to the City of Hugo; and <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes, <br />Minnesota: <br />Orders the East Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project and <br />approves the plans and specifications, a copy of which is on file at City Hall. The City Engineer is <br />directed to advertise for bids, and provide bidding administration. <br />The City clerk shall prepare and cause to be inserted in the official paper and in Finance and <br />Commerce an advertisement for bids for the making of such improvement under such approved <br />plans and specifications. The advertisement shall be published for two weeks, shall specify the <br />work to be done, shall state that bids will be received by the Clerk, at which time they will be <br />publicly opened at the City Hall by the City Clerk and Engineer, will then be tabulated, and will be <br />considered by the Council at 6:30 p.m. on February 10th, 2020, in the Council chambers of the <br />City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be <br />given an opportunity to address the Council on the issue of responsibility. No bids will be <br />considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's <br />check, bid bond or certified check payable to the Clerk for five (5) percent of the amount of such <br />bid. <br />Adopted by the Council of the City of Lino Lakes this 9th day of December 2019. <br />The motion for the adoption of the foregoing resolution was introduced by Council Member <br />
