Consider Resolution No. <br />55 19467, Adopting Final 2019 Tax Levy, Collectible 2020, ii) Consider Resolution No. 19468, <br />56 Adopting the Final 2020 General Fund Operating Budget; iii) Consider Resolution No. 19-169, <br />57 Adopting the 2020 Water and Sewer Operating Budgets; iv) Consider Resolution No. 19470, <br />58 Adopting the 2020 Recreation Fund Budget — Finance Director Cotton reviewed a PowerPoint <br />59 presentation including information on the following: <br />60 -Proposed Tax Levy (including general, special, and voter approved levies), representing a 4.34% <br />61 over the 2019 levy; <br />62 - Change in City Tax Levy Graph; <br />63 - Change in Tax Rate by Taxing District; <br />64 - Property Tax Distribution; <br />65 - Property Tax Computation; <br />66 - Proposed Operating Budget (Major Factors); <br />67 -Proposed Revenues; <br />68 - Proposed Expenditures (Main Areas); <br />69 -Water and Sewer Budget Overview. <br />70 <br />71 Mayor Reinert opened the public hearing. <br />72 <br />73 Jack Sheats, 430 Aqua Circle, said he received the biggest property tax increase of his life this year. <br />74 He is on a fixed budget and it's very difficult for him. He hopes that the officials of the City of Lino <br />75 Lakes will be as frugal as possible with the budget. Mayor Reinert remarked that there are other <br />76 taxing districts; they discussed percentages. When Mr. Sheats noted his high valuation increase, <br />77 Mayor Reinert remarked that there is an opportunity to ask the Council for a reduction in value. Ms. <br />78 Cotton indicated that the 30%+ increase in value should be discussed with the County Assessor and <br />79 she will initiate that contact. <br />80 There being no one else wishing to speak, the public hearing was closed. <br />81 Council Member Maher moved to approve Resolution No. 19-167 as presented. Council Member <br />82 Rafferty seconded the motion. Motion carried on a voice vote. <br />83 Council Member Manthey moved to approve Resolution No. 19-168 as presented. Council Member <br />84 Stoesz seconded the motion. Motion carried on a voice vote. <br />2 <br />
