CITY COUNCIL WORK SESSION <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE December 23, 2019 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:25 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Maher, <br />8 Manthey, Stoesz and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; City Engineer Diane Hankee; Human Resources Manager Karissa <br />13 Bartholomew; City Clerk Julie Bartell <br />14 <br />15 Review Regular Agenda of December 23, 2019 — <br />16 <br />17 Items 3A through 3D — Labor Settlements— Human Resources Manager Bartholomew <br />18 explained that City staff has reached tentative agreements with the following labor <br />19 organizations: AFSCME, LELS Local #260, and Operating Engineers Local No. 49. A <br />20 compensation plan for non -union employees equal to that proposed for union employees <br />21 is also being presented. Ms. Bartholomew reviewed the terms of the proposed <br />22 agreements. <br />23 <br />24 Item 4A, Sale of City Property — Director Swenson explained that these are last of this <br />25 type of fire pager that the City has (there was a previous sale). The sale cost is lower <br />26 because there are no chargers included. <br />27 <br />28 Item 4B9 Accept Donation —Director Swenson said the department received a check in <br />29 the amount of $250 earmarked to support the canine fund. <br />30 <br />31 Item 6A, Connection to Water and Sewer Systems and Wells Ordinance <br />32 Amendment —Administrator Karlson noted that staff is requesting second reading and <br />33 adoption of this ordinance. The changes relate to the property owner on Sunrise Drive <br />34 who approached the City wishing to add a well after the current failed. The amendments <br />35 provide for changes to well construction requirements, including new requirements <br />36 added. <br />37 <br />38 Item 6B, Well Construction — Administrator Karlson said this resolution would allow <br />39 for the above mentioned well to be constructed. <br />40 <br />41 Item 6C, Irrigation Controller Upgrades Project — City Engineer Hankee reviewed the <br />42 control project. She noted the low quote received for the work and that grant funds will <br />43 be utilized. Council Member Stoesz remarked that the payoff doesn't seem to match the <br />44 cost. City Engineer Hankee explained that the water savings alone is not the goal but <br />45 also to assist in reducing water consumption during very high use times and thereby <br />1 <br />
