CITY COUNCIL <br />AGENDA ITEM 1G <br />STAFF ORIGINATOR: Sarah Cotton, Finance Director <br />MEETING DATE: February 11, 2019 <br />TOPIC: Consider approval of Statement of Work for OPG-3's Online <br />Permitting Solution for PermitWorks <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />In the fall of 2018, staff began looking into potential software solutions that would <br />accommodate electronic submission of permit applications, as well as online payment of permit <br />fees. As part of the 2019 budget process, $30,000 of General Fund surplus was designated to <br />fund a fully automated and integrated online permitting solution with an electronic payment <br />option. <br />OPG-3 has developed an integrated online permit application process using PermitWorks and <br />Laserfiche, two software systems currently in use by the City of Lino Lakes. The digitized, <br />automated, and integrated system includes: <br />• Online submission of permit applications (automatically stored in PermitWorks and <br />Laserfiche) <br />• Automatic generation of permit fees and inspections (based on online permit application <br />selections) <br />• Digital approval process (application and plan review documents, if applicable, are <br />automatically routed for review and approval by appropriate staff) <br />• Online payment of fees (integration with a payment gateway) <br />• Automatic document generation (permit and inspection documents emailed to <br />applicant) <br />Staff is ready to proceed with the Online Permitting Solution for PermitWorks developed by <br />OPG-3. The Statement of Work details a fixed cost for the project of $22,200. Staff <br />anticipates additional licensing costs of approximately $5,000. <br />RECOMMENDATION <br />Approve the Statement of Work for OPG-3's Online Permitting Solution for PermitWorks. <br />ATTACHMENTS <br />Statement of Work — Online Permitting Solution for PermitWorks <br />
