<br />CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br /> <br />MEETING DATE: October 28, 2019 <br /> <br />TOPIC: Consider Resolution No. 19-140 Accepting and Approving the <br />Grant Agreement between the City of Lino Lakes and the <br />Metropolitan Council of Environmental Services for the <br />Improvement of Publically Owned Infrastructure and Approving <br />Certificate of Real Property <br /> <br />VOTE REQUIRED: 3/5 Vote Required <br /> <br />INTRODUCTION <br /> Staff is seeking Council consideration to accept and approve the Grant Agreement between the <br />City of Lino Lakes and the Metropolitan Council of Environmental Services Infrastructure and <br />approving the Certificate of Real Property. <br /> <br />BACKGROUND <br /> <br />The Metropolitan Council of Environmental Services (MCES) grant program is for capital <br />improvements to public municipal wastewater collection systems to reduce the amount of <br />inflow and infiltration to the MCES metropolitan sanitary sewer disposal system (I/I Municipal <br />Grant Program). The process for the grant program is such that the City is to accept and <br />approve the agreement via resolution, submit the resolution for funding, and the final <br />agreement follows. As part of the grant program process, the City is to provide a Certificate of <br />Real Property. <br /> <br />The City of Lino Lakes has submitted a pre-application to the MCES for grant funding for <br />improvements to the sanitary sewer system on LaMotte Drive and LaMotte Circle to reduce <br />inflow and infiltration. The sanitary sewer lining project has been completed and is eligible for <br />minimum allocation of $50,000 in grant funding. The program requires a 50% match of which <br />the project costs were $165,500. The final reimbursement amount will be allocated <br />proportionally to grant participants, based on eligible project expenses submitted and available <br />remaining grant program funds. <br /> <br />RECOMMENDATION <br /> Staff recommends adoption of Resolution No. 19-140 Accepting and Approving the Grant <br />Agreement between the City of Lino Lakes and the Metropolitan Council of Environmental <br />Services for the Improvement of Publically Owned Infrastructure. <br /> <br />ATTACHMENTS <br /> <br />1.
