6 <br /> <br />Description Sketch shall be drafted and recorded. <br /> <br />The following is a preliminary summary of the land dedication and fees: <br /> <br />Watermark 2nd Addition <br />Total # Units = 57 <br />x Park Dedication Fee $3,000 <br />= Cash in Lieu Value $171,000 <br />- Land dedication value $0 <br />- Trail Construction Costs ($3,900) <br />TOTAL CASH FEE DUE = $167,100 <br /> <br />The applicant shall provide a construction timeline for the trail along CSAH 54 (20th Avenue) <br />and for the tot lot in the townhome neighborhood. <br /> <br />Wetlands <br /> <br />Wetland delineations were approved by RCWD and USACE in 2015. The delineation <br />identified 28 wetlands totaling approximately 20 acres in size. The original approved WCA <br />Sequencing Application proposed wetland impacts, wetland creation, wetland restoration and <br />upland buffer establishment. In April 2018, the developer revised the application to purchase <br />3.3671 acres of wetland banking credits as the proposed compensatory mitigation action. The <br />wetland fill, impacts and mitigation (wetland bank credits) occurred within the Phase I grading <br />limits and are complete. <br /> <br />The establishment of the greenway corridor including wetlands, trails and open space on the <br />north end of the Watermark development is a critical component of the project and will be <br />developed in future phases. The Master Development Agreement details the timing, <br />establishment and management of that corridor. <br /> <br />An Open Space Easement has been dedicated over outlots containing wetlands, open space, <br />stormwater ponds, berms etc. The Watermark 2nd Addition Final Landscape Plan details the <br />location of required “Protected Open Space Area” signs. <br /> <br />A Conservation Easement and Declaration establishing wetland buffer (both favor of RCWD) <br />have been recorded over Wetland 17 as required by RCWD. When the lots abutting this buffer <br />are graded in the future, these signs will be located along the rear lots lines. <br /> <br />Development Agreement <br /> <br />Master Development Agreement <br /> <br />A Master Development Agreement was recorded in March 2019. The Agreement covers the <br />entire 372 acre site and details the terms and conditions of City approvals, the Development
