11 <br /> <br />Environmental Board Comments <br /> <br />The Environmental Board reviewed the proposed preliminary plat on September 25, 2019. <br />They recommended approval of the project with conditions listed in the October 3, 2019 Memo <br />from the Environmental Coordinator. <br /> <br />MNDNR Comments <br /> <br />The preliminary plat was emailed to the MNDNR on September 13, 2019 but no comments <br />have been received. <br /> <br />Final Plat <br /> <br />A land use application for final plat and Development Agreement shall be required. <br /> <br />Planning & Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on October 9, 2019. They recommended <br />approval with a 6-0 vote with the following additions (underlined) and/or deletions (strikeout) <br />from the October 9, 2019 Planning & Zoning staff report: <br /> <br />1. A basin and side yard drainage way are required to minimize stormwater and pollutants <br />from entering the public water. <br />2. A vegetated buffer zone extending upland from the shoreline averaging at least 20 feet <br />in width but no less than 10 feet in width shall be installed and maintained on both Lot 1 <br />and Lot 2. <br />a. One access opening to the shoreline no greater than 5 twenty (20) feet wide is <br />allowed on Lot 1 and Lot 2. <br />3. The existing house on Lot 2 and new house on Lot 1 are required to connect to <br />municipal water and sanitary service upon availability. <br />4. Lot 1 and Lot 2 will have limited ability to construct accessory structures, decks or <br />additions due to the required OHWL setback and floodplain requirements. <br />5. The applicant shall obtain a FEMA LOMR-F to revise the floodplain map. <br /> <br />Findings of Fact <br /> <br />The Findings of Fact for the preliminary plat are detailed in Resolution No. 19-147. <br /> <br />RECOMMENDATION <br /> <br />The Planning and Zoning Board and staff recommend approval of the preliminary plat for Stern <br />Addition with conditions listed in the resolutions. <br /> <br />ATTACHMENTS <br /> <br />1.
