CITY COUNCIL AGENDA ITEM 2A STAFF ORIGINATOR: Sarah Cotton, Finance Director MEETING DATE: November 12, 2019 TOPIC: 1st Reading of Ordinance No. 10-19, Establishing the 2020 City Fee Schedule VOTE REQUIRED: 3/5 INTRODUCTION The City Council is being asked to approve the first reading of Ordinance No. 10-19, Establishing the 2020 City Fee Schedule. BACKGROUND In order to provide for a more efficient and timely method of reviewing and adjusting the various fees charged by the City, fees are consolidated into one schedule to be reviewed and adopted on an annual basis. The City’s current fee schedule has been circulated to department directors with a request to update or amend the schedule as appropriate for 2020. Staff has reviewed the fees in place to ensure their ongoing equity and cost recovery ability. Ordinance No. 10-19 (the proposed 2020 Fee Schedule) is attached. Recommended amendments to the ordinance are printed in red. The changes proposed for 2020 are outlined below for your review: • Overweight Permit, Antenna Permit, Water Meter & MXU Unit Charges, Escrow Deposits, Water Meter Rental Usage Fee, Trunk Utility Connection Fees, Utility Availability Fees, Lateral Service Connection Fees, Surface Water Management Fees, Land Use Fees/Escrow Deposits, Development Fees, and Engineering Fees – Staff has adjusted fees to account for inflationary increases; they are generally consistent with neighboring cities. The 2020 Fee Schedule Ordinance is presented for council review and first reading. Second reading of the ordinance is planned for the next regular council meeting on November 25, 2019.
