CITY COUNCIL <br />AGENDA ITEM 2A <br /> <br /> <br />STAFF ORIGINATOR: Sarah Cotton, Finance Director <br /> <br />MEETING DATE: November 12, 2019 <br /> <br />TOPIC: 1st Reading of Ordinance No. 10-19, Establishing the 2020 City <br />Fee Schedule <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The City Council is being asked to approve the first reading of Ordinance No. 10-19, Establishing <br />the 2020 City Fee Schedule. <br /> <br />BACKGROUND <br /> <br />In order to provide for a more efficient and timely method of reviewing and adjusting the various <br />fees charged by the City, fees are consolidated into one schedule to be reviewed and adopted on <br />an annual basis. The City’s current fee schedule has been circulated to department directors with <br />a request to update or amend the schedule as appropriate for 2020. Staff has reviewed the fees <br />in place to ensure their ongoing equity and cost recovery ability. <br /> <br />Ordinance No. 10-19 (the proposed 2020 Fee Schedule) is attached. Recommended amendments <br />to the ordinance are printed in red. The changes proposed for 2020 are outlined below for your <br />review: <br /> <br />• Overweight Permit, Antenna Permit, Water Meter & MXU Unit Charges, <br />Escrow Deposits, Water Meter Rental Usage Fee, Trunk Utility <br />Connection Fees, Utility Availability Fees, Lateral Service Connection <br />Fees, Surface Water Management Fees, Land Use Fees/Escrow Deposits, <br />Development Fees, and Engineering Fees – Staff has adjusted fees to <br />account for inflationary increases; they are generally consistent with <br />neighboring cities. <br /> <br />The 2020 Fee Schedule Ordinance is presented for council review and first reading. Second <br />reading of the ordinance is planned for the next regular council meeting on November 25, 2019. <br /> <br />RECOMMENDATION <br /> <br />Approve the first reading of Ordinance No. 10-19, Establishing the 2020 City Fee Schedule. <br /> <br />ATTACHMENTS <br /> <br />Ordinance No. 10-19 <br />
