COUNCIL MINUTES – SPECIAL SESSION <br /> <br />DRAFT <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : November 20, 2019 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Maher, 7 <br /> Stoesz, Manthey and Mayor Reinert 8 <br />MEMBERS ABSENT : 9 <br /> 10 <br />Staff members present: Community Development Director Michael Grochala; City Attorney Jay 11 <br />Squires 12 <br /> 13 <br />Mayor Reinert called the meeting to order at 6:00 p.m. in the Council Work Room at Lino Lakes City 14 <br />Hall. Before the meeting was closed, Mayor Reinert read a statement on the purpose of the meeting. 15 <br />The meeting was closed as a session of the city council pursuant to the Open Meeting Law for the 16 <br />purpose of discussing land acquisition related to the NE Drainage Area (Peltier Outlet) Improvement 17 <br />Project. 18 <br /> 19 <br />The closed meeting was not recorded under attorney client priviledge. 20 <br /> 21 <br />At 6:22 p.m., the meeting was opened for the purpose of considering the following action. 22 <br /> 23 <br />2A) Consider Stipulation Agreement Regarding Acquisition of Property 24 <br /> 25 <br />City Attorney Squires recommended approval of the proposed stipulation between the City and the 26 <br />legal ownership group by which the legal ownership group would stipulate to the necessity and 27 <br />public purpose of the taking and also agree, as the stipulation indicates, to the payment of just 28 <br />compensation of the appraised value of the property. 29 <br /> 30 <br />Mayor Reinert received confirmation from the City Attorney that opening the meeting and taking 31 <br />action was appropriate under the Open Meeting Law. 32 <br /> 33 <br />Rafferty moved to approve the recommendation as had been stated by the City Attorney. Council 34 <br />Member Stoesz seconded the motion. Motion carried on a voice vote. 35 <br /> 36 <br />ADJOURN 37 <br /> 38 <br />There being no further business, Council Member Rafferty moved to adjourn at 6:25 p.m. Council 39 <br />Member Maher seconded the motion.
