Consider Resolution No. 54 <br />19-167, Adopting Final 2019 Tax Levy, Collectible 2020; ii) Consider Resolution No. 19-168, 55 <br />Adopting the Final 2020 General Fund Operating Budget; iii) Consider Resolution No. 19-169, 56 <br />Adopting the 2020 Water and Sewer Operating Budgets; iv) Consider Resolution No. 19-170, 57 <br />Adopting the 2020 Recreation Fund Budget – Finance Director Cotton reviewed a PowerPoint 58 <br />presentation including information on the following: 59 <br />- Proposed Tax Levy (including general, special, and voter approved levies), representing a 4.34% 60 <br />over the 2019 levy; 61 <br />- Change in City Tax Levy Graph; 62 <br />- Change in Tax Rate by Taxing District; 63 <br />- Property Tax Distribution; 64 <br />- Property Tax Computation; 65 <br />- Proposed Operating Budget (Major Factors); 66 <br />- Proposed Revenues; 67 <br />- Proposed Expenditures (Main Areas); 68 <br />- Water and Sewer Budget Overview. 69 <br /> 70 <br />Mayor Reinert opened the public hearing. 71 <br /> 72 <br />Jack Sheats, 430 Aqua Circle, said he received the biggest property tax increase of his life this year. 73 <br />He is on a fixed budget and it’s very difficult for him. He hopes that the officials of the City of Lino 74 <br />Lakes will be as frugal as possible with the budget. Mayor Reinert remarked that there are other 75 <br />taxing districts; they discussed percentages. When Mr. Sheats noted his high valuation increase, 76 <br />Mayor Reinert remarked that there is an opportunity to ask the Council for a reduction in value. Ms. 77 <br />Cotton indicated that the 30%+ increase in value should be discussed with the County Assessor and 78 <br />she will initiate that contact. 79 <br />There being no one else wishing to speak, the public hearing was closed. 80 <br />Council Member Maher moved to approve Resolution No. 19-167 as presented. Council Member 81 <br />Rafferty seconded the motion. Motion carried on a voice vote. 82 <br />Council Member Manthey moved to approve Resolution No. 19-168 as presented. Council Member 83 <br />Stoesz seconded the motion. Motion carried on a voice vote. 84
