recommendations to the City Council. The following requirements shall be met before <br />consideration of the final plat by the Planning and Zoning Board: <br />1. The final plat shall substantially conform to the approved preliminary plat and <br />phasing plan. <br />The final plat substantially conforms with the preliminary plat. <br />2. For plats that consist solely of individual single family residential lots, final plat <br />applications for subsequent phases shall not be approved until building permits <br />have been issued for 40% of lots in the preceding phase. This division applies <br />only when the preceding phase consists of 40 or more lots; and <br />This is a two (2) lot single family residential subdivision and will he platted in one (1) <br />phase. <br />3. Conditions attached to approval of the preliminary plat shall be substantially <br />fulfilled or secured by the development agreement, as appropriate. <br />The conditions of the preliminary plat have been substantially fulfilled. Securities will be <br />required with a Development Agreement. <br />RECOMMENDATION <br />Staff recommends approval of the final plat for Stern Addition subject to the following <br />conditions: <br />1. The existing septic system and private well on Lot 2 shall be properly removed, <br />sealed and approved by the City prior to the issuance of a single family home <br />building permit on Lot 1. <br />2. The existing house on Lot 2 shall hook up to municipal utility services upon <br />availability. <br />3. The new house on Lot 1 shall hook-up to municipal utility services upon <br />construction. <br />The following comments shall be addressed: <br />1. Any comments from the City Engineer letter dated March 31, 2020 shall be <br />addressed. <br />2. Any comments from the Environmental Coordinator letter dated March 31, 2020 <br />shall be addressed. <br />3. The title commitment shall be updated within 3 months prior to Council approval <br />of final plat. <br />4. Sheet 4, Tree Inventory/Removal Plan: <br />a. A boulevard tree is not required on either Lot 1 or Lot 2. Existing front <br />yard trees satisfy landscape requirements. The plan shall be revised. <br />I <br />
