Planning & Zoning Board <br />January 8, 2020 <br />Page 2 <br />The applicant, BL Holdings, LLC, submitted a rezoning and preliminary plat land use <br />application for Nadeau Acres. The proposed residential development is a 69 single family <br />lot subdivision located north of CSAH 34 (Birch Street) and west of CSAH 54 (20th <br />Avenue) across from NorthPointe. It contains two (2) parcels totaling approximately 33 <br />gross acres. The applicant is proposing an R-1, Single Family Residential development <br />on standard 80 foot wide lots. <br />Board Comments <br />Mr. Laden asked about park access and transportation level of service. Ms. Larsen stated <br />a future park to the west is programmed for the area. The closest existing park is <br />NorthPointe Park. Staff would consult with Anoka County regarding a possible cross <br />walk across 201h Avenue. Level of service information was detailed in the staff report. <br />Ms. Peacock also asked about park access. <br />Mr. Root asked about park dedication fees and park access. He also asked about south <br />driveway relocation for 6709 201h Avenue. Ms. Larsen noted the relocation is required <br />due the extension of Red Oak Lane and the applicant would work with the property <br />owner to relocate the existing driveway to the west. <br />The Public Hearing was opened at 7:00 P.M. <br />q <br />Public Comments <br />Christa Weber, 6709 201h Avenue, expressed concerns about having to relocate the <br />driveway behind house to avoid the median on Red Oak Lane. She also inquired about <br />future turn lanes on 20th Avenue and where that land would come from. <br />Jim Nelson, 6747 20t" Avenue, is not happy about the proposed development and read a <br />letter expressing the following concerns: <br />1. NorthPointe development has caused flooding of property. <br />2. Will existing houses be required to hook up to municipal services? <br />3. Why are some of the retaining walls being removed? <br />4. Where will run-off from stormwater pond go? <br />5. There should be access to Birch Street. <br />6. Filling in wetlands does not support goal of protecting natural environment. <br />7. How is stubbing in road 6 feet higher than his property compatible with adjacent <br />properties? <br />8. Pond 400 drains into an existing channel that is already full. <br />9. Headlights will shine into his bedroom windows. <br />10. He spoke with RCWD and they are only concerned about on -site drainage within the <br />development boundaries, not what is already happening down stream. <br />David Vickers, 6756 Centerville Road, asked who will be responsible for maintaining the <br />stormwater run-off across his property to the private ditch. <br />DRAFT MINUTES <br />
