Application and Site Plan Submittal Requirements: <br />Applications and Complete Site Plans may be emailed to the Lino Lake Building Department at <br />buildingglinolakes.us or mailed to the Lino Lakes Building Department, 600 Town Center Parkway, Lino Lakes, <br />MN 55014 <br />1. Site Plan. Please submit a site plan that includes the following information: <br />• Outdoor boundary of the seating area <br />• Table arrangement and number of seats <br />• Entrance/exit locations <br />• Type of containment structure or barriers that will enclose the service area <br />• Dimensions between tables and aisles <br />• Show accessible route from outdoor dining area to restrooms and parking facilities <br />• Location of refuse receptacles, and wait stations <br />2. Tent/Canopy. Please indicate if a tent or canopy will be used. At least half of the sides of tent must be open or <br />screened. Use of these items will require conformance with State Fire Code. Approval may be subject to <br />additional state guidance on outdoor seating. <br />3. If alcoholic beverages are served or consumed in the outdoor area, the proper license required by Chapter 700 <br />of the City Code must be current. The site plan above may serve as your "Description of Premise" required by <br />Liquor License requirements. <br />4. The dining/seating area shall be surfaced with concrete, bituminous or decorative pavers or may consist of a <br />deck with wood or other flooring material that provides a clean, attractive, and functional surface. <br />5. The outdoor dining/seating area shall be at least partially segregated from through pedestrian and vehicle <br />circulation by means of temporary or permanent fencing, bollards, ropes, plantings, or other methods. <br />6. ADA accessible parking stalls shall not be used for seating area. <br />General Requirements <br />Storage of furniture shall not be permitted outdoors between November 1 and March 31. Outdoor furniture <br />that is immovable or permanently fixed or attached to the sidewalk shall not be subject to the storage <br />prohibition of this section. However, any immovable or permanently fixed or attached furniture must be <br />reviewed as part of the administrative permit application. <br />2. Refuse containers shall be provided for self-service outdoor dining/seating areas. Such containers shall be <br />placed in a manner which does not disrupt pedestrian circulation, and must be designed to prevent spillage and <br />blowing litter. <br />3. The outdoor area shall be kept clean and otherwise maintained in an orderly, sanitary, attractive condition. <br />4. Termination. The interim administrative permits issued under these provisions shall terminate when the public <br />emergency declared by the governor under Minn. Stat. Chapter 12 terminates, or the governor permits bars and <br />eateries to reopen for indoor service, whichever occurs first. If indoor service is limited to less than full <br />capacity, the establishment may request that it be allowed to continue, in whole or in part, the outdoor service <br />allowed. <br />
