Specific Conditional Use Permit (CUP) Requirements <br />In addition to the administrative requirements of a conditional use permit, the following <br />specific performance standards of Section 1007.120 (9) (f) must also be met: <br />(g) Two (2) or more buildings on same lot provided such buildings relate to a <br />permitted or conditional use that is operated as single business or enterprise <br />Laborer's Training Center is creating a vocational training campus with the construction <br />of the second building. The existing building is a permitted use and both buildings will <br />be operated as a single business. <br />RECOMMENDATION <br />Staff recommends approval of the conditional use permit and site plan review for <br />Laborer's Training Center Campus Expansion subject to the following conditions: <br />1. The easterly driveway to Victor Path is for weekly truck deliveries, weekly trash <br />& recycling collection and emergency access only. Students, staff and general <br />public access to the campus shall be via CSAH 14 (Main Street). <br />2. No open and outdoor storage is allowed unless approved by conditional use <br />permit for such use. <br />3. A separate public drainage and utility easement shall be recorded over the <br />stormwater pond, wetlands, conservation easement and wetland buffer. <br />4. A conservation easement and wetland buffer declaration shall be recorded over <br />the wetland and buffer. <br />5. A Site Performance Agreement and securities are required. <br />The following items shall be addressed prior issuance of a grading permit: <br />1. All comments from the City Engineer letter dated June 3, 2020 shall be addressed. <br />2. All comments from the Environmental Coordinator letter dated May 29, 2020 <br />shall be addressed. <br />3. A RCWD permit is required. <br />4. A Site Improvement Performance Agreement shall be approved by City Council <br />and executed. <br />5. A separate public drainage and utility easement extending 10 feet from the high <br />water level (HWL) of the storm water ponds shall be drafted by the applicant and <br />recorded over the stormwater ponds. <br />6. A separate recordable drainage and utility easement over the delineated wetland, <br />conservation easement and wetland buffer shall be drafted by the applicant for <br />City review and recorded. <br />14 <br />
