Staff recommends revising sanitary sewer design so that there is at least 0.1' difference <br />between inlet and outlet elevations at manholes. <br />2. Applicant shall identify areas where insulation between the storm sewer crossings and the <br />sanitary sewer will be needed on the sanitary sewer profiles. <br />3. A Met Council SAC determination will be required for the proposed expansion. <br />• Transportation and Paving <br />Main Street (CSAH 14/ CR 8) is classified as an A Minor Arterial Collector and Victor Path is a shared <br />local road and is partially located in Hugo and Lino Lakes. <br />Per discussions between City Staff and the Barr Engineering design team, Laborers Training Center <br />receives about one delivery truck each week and does not anticipate additional deliveries once the <br />proposed building is constructed. They anticipate having up to 200 people taking classes each day, with <br />the majority of classes being held in the evening. Attendance may increase at times but will likely not be <br />more than 200 people at one time, excluding when special events are taking place. Laborers Training <br />Center hosts three special events each year: one in the fall and two in late March. Nearly all traffic enters <br />and leaves the site through the main entrance off of Main Street, not via the access road. <br />The access road is proposed to be 22-ft wide from face -of -curb to face -of -curb and will match into the <br />existing access road off of Victor Path, where the road width will narrow to avoid wetland impacts. In an <br />email sent to City Staff, Dan L'Allier, Deputy Director of Public Safety — Fire, stated that the access road <br />must be 22-ft wide near the building and must be able to support an aerial ladder truck of 85,000 lb. <br />The access road will connect to the proposed parking area. The proposed parking area and the expansion <br />of the existing parking lot areas create an additional 167 number of parking spaces. As proposed, there <br />will be 330 parking spaces, 8 of which are handicap accessible. <br />Comments <br />1. Staff recommends Anoka County review the changes in traffic and daily trips based on the <br />proposed project. <br />2. Staff recommends that the design team coordinates with the City of Hugo regarding access to <br />Victor Path. <br />3. Applicant shall verify that the access road design meets 10-ton design requirements in order to <br />accommodate fire truck access. <br />4. Please update plans to show the proposed gravel area as being paved per 5/18/2020 email to <br />city staff. <br />• Wetlands and Mitigation Plan <br />There are existing wetlands onsite. The existing wetlands are currently within Drainage & Utility easements. <br />The City requires a 10-ft wide buffer from delineated wetland boundaries. Rice Creek Watershed District will <br />review and may require that this area be in the Wetland Management Corridor (WMC). If that is the case, <br />the City will evaluate if wider wetland buffers are needed. This may include a 25-ft wide buffer around non - <br />incidental wetlands, with a 50-ft average width. Ponding areas may be included in the buffer. <br />• Landscaping <br />The Laborers Training Center plan shows restoring the disturbed area with seed and planting new <br />trees along the parking lots and along the eastern property line. <br />Comments: <br />1. Staff recommends that no trees are planted on top of storm sewer pipes or other utilities. <br />2. Applicant shall review if the tree on the east side of the north area parking lot expansion is blocking <br />the proposed swale and curb cut. <br />3. Applicant to review the storm sewer and grading proposed along the east property line to see if the <br />proposed improvements can be adjusted to preserve existing trees. <br />4. The City of Lino Lakes Environmental Coordinator is reviewing the landscaping. <br />• Floodplain <br />Laborers Training Center Engineering Review <br />
