CITY COUNCIL WORK SESSION <br />W "ya1 <br />1 CITY OF LINO LADS <br />2 MINUTES <br />3 <br />4 DATE May 26, 2020 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:30 p.m. <br />7 MEMBERS PRESENT Council Member Stoesz, Lyden, Ruhland, <br />8 Cavegn and Mayor Rafferty <br />9 MEMBERS ABSENT None <br />10 Staff members present: City Administrator Jeff Karlson; Community Development <br />11 Director Michael Grochala; Director of Public Safety John Swenson; Finance Director <br />12 Sarah Cotton; City Planner Katie Larsen; Public Services Director Rick DeGardner, and <br />13 City Clerk Julie Bartell <br />14 <br />15 The council meeting was held telephonically on the Zoom platform and as allowed by <br />16 Minnesota Statutes 13D.021, <br />17 <br />18 Review Regular Agenda of March 23, 2020 — <br />]9 <br />20 Councilmember Stoesz noted that Item I would be moved from the Consent Agenda to <br />21 the Administration Department for discussion. <br />22 <br />23 Councilmember Cavegn asked, regarding Expenditures, about the $15;000 charge to <br />24 Cartegraph, Finance Director Cotton explained that the charges represent the annual fees <br />25 for that equipment and Public Services Director DeGardner further explained how the <br />26 equipment is utilized. <br />27 <br />28 Item 5A, City Complex Air Duct and Diffuser Project; Public Services Director <br />29 DeGardner explained that the request to clean the diffuser comes from air quality check <br />30 that occurred in April. He is also recommending a full air duct cleaning for the Police <br />3l Department; based on the results of that work staff will report on the need to clean ducts <br />32 in the rest of the facility. Mayor Rafferty asked how that project will be funded and Mr. <br />33 DeGardner said contingency funds. The mayor added that it's important to keep upon <br />34 this type of maintenance and he's interested in understanding that the rest of the facility <br />35 will be done as that becomes possible. It's important to stay on top of maintenance and <br />36 take care of the facilities. <br />37 <br />38 Mayor Rafferty asked if there `s been any construction in the Police Department wing in <br />39 the last few years; Mr. DeGardner noted a small improvement project. <br />40 <br />41 Councilmember Cavegn asked if this is throwing money at a problem that doesn't exist. <br />42 After reading the results of the air quality report, it seems that the air quality is good and <br />43 the only problem noted was at the diffuser. Public Services Director DeGardner <br />44 responded that the City can be reactive or proactive on this work and that's a policy <br />1 <br />
