PUBLIC HEARING: Conditional Use Permit for Laborer's Training Center Campus Expansion Ms. Larsen, City Planner, presented the staff report. Laborer's Training Center (LTC) is located at 2350 Main Street. The applicant is proposing to construct a 37,284 sf training facility to the east of the existing facility. A land use application was submitted for a conditional use permit of two or more buildings on the same lot and for site plan review. Staff recommends approval of the conditional use permit and site plan review for Laborer's Training Center. Board Comments Mr. Laden asked how the parking requirement figure is determined. Ms. Larsen explained the figure comes from our zoning ordinance and parking requirements. She further clarified a campus type setting was used to determine the parking calculations since the project functions more as an educational building rather than two industrial buildings. a ` Mr. Laden commented that City staff should review the parking standards for the zoning ordinance. Ms. Peacock questioned if traffic will be coming in from Main Street or from Victor Path. Ms. Larsen clarified traffic will be coming in from Main Street. Victor Path is a private driveway which will be used strictly for emergency access and deliveries. Ms. Peacock inquired if the trees planted on the perimeter will be required to be a certain height. Ms. Larsen stated the trees will need to be at least 6ft in height. Mr. Root questioned if a gate is needed on Victor Path since it will be a private driveway for emergency access and deliveries and if signage could be utilized instead of a gate. Ms. Larsen explained there is a gate on Victor Path currently and the City would like signage to be added as well. Chair Tralle declared the Public Hearing open at 7:00 p.m. DRAFT MINUTES
