Ms. Cotton has indicated she will accept the position. <br />58 Councilmember Stoesz moved to approve the appointment of Sarah Cotton as City Administrator as <br />59 presented. Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br />60 PUBLIC SAFETY DEPARTMENT REPORT <br />61 No Report <br />63 No Report <br />65 6A) Public Hearing; Consider Resolution No. 20-67, Approving the 2020-2024 Five Year <br />66 Street Reconstruction Plan — Conununity Development Director Grochala reviewed a PowerPoint <br />67 presentation that included information on: <br />68 - Three components of the Street Reconstruction Plan (prevent, preserve, reconstruct); <br />69 - The reconstruction project is done every three years; it is expensive; <br />70 - Criteria for project selection (condition, budget; traffic, street department input, proximity) <br />71 - Street condition rating system (map shown); <br />72 - Street reconstruction included in 2021 plan, as well as 2024 tentative plans; <br />73 - Process to proceed with a street reconstruction project (public hearing, vote, petition period, if <br />74 necessary set special election and approve ballot language. <br />75 Councilmember Stoesz asked if any communities have successfully utilized concrete. City Engineer <br />76 Hankee said it's typically not cost effective especially in consideration of city utilities below the street. <br />77 Mayor Rafferty opened the public hearing at 6:43 p.m. <br />78 There being no one present wishing to speak, the public hearing was closed. <br />2 <br />
