2 <br /> <br />ANALYSIS <br /> <br />General Site Characteristics <br /> <br />Tyme Properties owns the entire 28.12 acre parcel of undeveloped land located just <br />northeast of the intersection of 35E and County Road 14. <br /> <br />Currently, the site is predominantly agricultural fields in corn production and two <br />wetland areas that are 4.29 acres total. <br /> <br />Historically, the site was mostly oak openings and barrens with a smaller portion of big <br />woods in the southeast corner. <br /> <br />The applicant is proposing to subdivide the property. Lot 1 is 1.4275 acres proposed to <br />be a new retail building with parking lot and drive through lane. Street A will be <br />constructed to provide access from Otter Lake Road. A turn lane will be added for right <br />turns from Otter onto Main. A storm water pond with filtration basin will handle storm <br />water generated on the site. The project does have wetland impacts which will be <br />mitigated for through the purchase of wetland credits. <br /> <br />Soils <br /> <br />Per the Geotechnical Exploration Report, ten soil borings encountered 1.0-1.5 feet of <br />topsoil over native glacial till soils consisting of lean clay, sandy lean clay, clayey sand, <br />silty sand, and poorly graded sand with silt. Groundwater was encountered in six of the <br />ten borings at depths of 3-9 feet below the surface. <br /> <br />Haugo Geotechnical is recommending removal of topsoil and compaction or replacement <br />of softer consistency glacial till soils in order to provide more support for building <br />foundations. <br /> <br />Soils in Lot 1 are mostly Webster loam or Hayden fine sandy loam, which are B/D and B <br />type soils respectively. B type soils have a moderate infiltration rate (moderate runoff <br />potential) when saturated, D type soils have a very slow infiltration rate (high runoff <br />potential) when saturated. <br /> <br />This information is used to design the storm water features (the storm water and filtration <br />basin) to ensure that the site will be able to manage water from 2, 10, and 100 year <br />storms. The site as proposed has lower runoff rates than the existing site for all three <br />categories of storm. <br /> <br /> <br /> <br /> <br /> <br />
