4 <br /> <br />The Wetland Conservation Act prohibits draining, filling, and excavating in wetlands <br />unless the activity is exempt or the wetland impacts are mitigated. The overall goal of <br />the WCA is no net loss of wetlands. <br /> <br />This project as proposed will involve impacts to Wetland A, which include 3,600 sq ft <br />(0.0826 acre) of fill to allow for grading and construction of Street A, and 1,670 sq ft <br />(0.0383 acre) of excavation that will allow for construction of an outlet pipe to discharge <br />water from the storm water pond to the southwestern portion of Wetland A. <br /> <br />The owner will be mitigating these impacts with the purchase of wetland credits. <br /> <br />The wetlands do not appear to be within the Wetland Management Corridor, so a buffer <br />of 10 feet would meet City standards. <br /> <br />Alternative Urban Areawide Review (AUAR) Considerations <br /> <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The <br />AUAR was updated in May 2020. The AUAR identified this site as commercial in all 3 <br />land use scenarios. No further environmental assessment is required. <br /> <br />Drinking Water Protection <br /> <br />The site is within the Drinking Water Supply Management Area (DWSMA) and is <br />moderately vulnerable. The site will be connected to City water and sewer. <br /> <br />LANDSCAPE PLAN <br /> <br />Tree Preservation and Mitigation Standards <br /> <br />The purpose of these standards is to protect valuable trees and stands of vegetation while <br />not interfering with landowners’ reasonable use and development of property. The goal <br />is to minimize unnecessary loss of habitat, biodiversity, and forest resources and to <br />replace removed trees in areas where tree cover is most critical. <br /> <br />A tree survey will not be required for this site, because there are no trees over 6 inch <br />DBH to survey. Preservation and mitigation standards do not apply to this site. <br /> <br />Open Areas Landscape Standards <br /> <br />The purpose of these standards is to provide general site beautification and high aesthetic <br />quality with a mix of plant materials in open areas. Open area landscape standards call <br />for 1 large tree and 3 large shrubs per 2000 sq.ft. <br /> <br />If the storm water pond area is going to be permanent, open space plantings will be <br />required. <br />
