Planning & Zoning Board <br />July 8, 2020 <br />Page 2 <br />APPROVED MINUTES <br />VI. ACTION ITEMS <br /> <br />A. PUBLIC HEARING: Conditional Use Permit Amendment for All Seasons <br />Rental (7932 Lake Drive) <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicants, Scott and Shelly Carlson, own All Seasons Rental located at 7932 <br />Lake Drive. They are requesting an amendment to the conditional use permit to <br />allow for outdoor storage of rental equipment. <br /> <br />Staff recommends approval of the Conditional Use Permit Amendment for outdoor <br />storage of rental equipment. <br /> <br />Board Comments <br /> <br />Mr. Laden stated if the applicants are going to store equipment outside, the <br />equipment should be screened from Lake Dr. <br /> <br />Mr. Root agreed with Mr. Laden. He recommended the applicant use a sufficient <br />number of plantings to screen the equipment. <br /> <br />Mr. Evenson suggested planting evergreens since space is limited between the <br />existing fence and Lake Dr. He questioned why only a 4 ft. tall fence would be <br />allowed to screen the equipment. <br /> <br />Ms. Larsen explained the City ordinance allows a 6 ft. fence with the condition that <br />it cannot be forward of the building towards the street. All Seasons Rental was not <br />able to place the fence in line with the building because they need the space behind <br />the building for storage. Therefore, they would only be allowed to install a 4ft. tall <br />fence. Ms. Larsen reiterated the applicants also have the option to plant a <br />triangulated row of coniferous trees in lieu of a fence. <br /> <br />Mr. Laden commented if the landscaping is consistent and the applicants are able to <br />achieve the same screening typically required by the City, landscaping would be a <br />good option. <br /> <br />Mr. Vojtech remarked if the trees are used for screening, the driveway will be left <br />open. He questioned if leaving the driveway open would be an issue. <br /> <br />Ms. Larsen stated the driveway is used for deliveries and not for public use. <br /> <br />Mr. Laden asked if a gate is there currently. <br /> <br />Ms. Larsen said there is an existing gate. <br />
