Enivonmental Board Minutes <br />May 27, 2020 <br />Page 2 <br />APPROVED MINUTES <br />VI. ACTION ITEMS – <br /> <br />A. Laborer’s Training Center Campus Expansion Conditional Use Permit <br /> <br />Mr. Nelson presented the Conditional Use Permit for the Laborer’s Training Center <br />which is located at 2350 Main Street. The applicant is proposing to construct a 37,284 sf <br />training facility to the east of the existing facility. The site is connected to city water and <br />sewer. <br /> <br />The Land Use Application is for the following: <br /> Conditional Use Permit <br /> Two or more building on the same lot <br /> Site and Building Plan Review <br /> <br />The proposed project will include a new building with working/training bays, classrooms, <br />offices and an auditorium. The expansion will also include additional parking, an access <br />road, utilities and stormwater ponds. <br />The site is approximately 18 acres. The site expansion will not impacted the wetlands <br />and the wooded open space which is on the southern half of the site. <br /> <br />Mr. Nelson mentioned that the lighting is reviewed by the City Planner, and some of the <br />lighting requirements in the Zoning Code are to promote energy conservation, increase <br />night time safety and to reduce light pollution to name a few. <br /> <br />Board Comments <br /> <br />Ms. Andrzejewski was wondering about the impact to Hugo with eliminating the <br />stormwater ditch and replacing it with a stormwater pipe. <br /> <br />Ms. Michelle Kimball, civil engineer from Barr Engineering, mentioned there will be a <br />catch basin over the pipe to catch the small amount of drainage, the drainage will be the <br />same and so there will be no impact. <br /> <br />Mr. Sullivan wanted to know if the seed mix is tilled-in or is the seed broadcast. <br /> <br />Ms. Andrea, landscape architect from Barr Engineering, stated that the seed mix is <br />broadcast spread, disc into the soil and then mulched with a cover crop as well. <br /> <br />Mr. Flower questioned the statement on page 4 which pertained to drinking water being <br />moderately vulnerable with a highly vulnerable section in the south. <br /> <br />Mr. Nelson stated that if there was going to be infiltration on site this would be a concern. <br />But this site will have city water and sewer.
