STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />REQUEST: <br />APPLICANT: <br />REVIEW DEADLINE: <br />BACKGROUND <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 6B <br />Katie Larsen, City Planner <br />October 14, 2020 <br />PUBLIC HEARING: Zoning Ordinance Text <br />Amendment Regarding Metal Roofs <br />City of Lino Lakes <br />Not Applicable — City Initiated <br />At the September 9, 2020 Planning & Zoning Board meeting, the Board directed staff to <br />draft a zoning ordinance text amendment regarding metals roofs. <br />ANALYSIS <br />The City Zoning Ordinance currently states: <br />§ 1007.043 GENERAL BUILDING AND USE PROVISIONS. <br />(2) Building Type and Construction. <br />(a) Single Family Dwellings. All single family detached dwellings in the R, R- <br />X, R-1, R-IX, R-EC, and R-2 Districts shall meet the following design criteria: <br />3. Single family dwellings shall have at least a four/twelve (4/12) roof pitch <br />and shall be covered with shingles or tiles or a standing seam metal roof. <br />The issue revolves around hidden fasteners (standing seam) vs. exposed fastener metal <br />roofs. The City ordinance clearly states a standing seam metal roof is allowed on single <br />family dwellings. The Planning & Zoning Board would like to consider both hidden and <br />exposed fastener systems on single family dwellings. <br />Staff researched neighboring community zoning ordinances and found varying <br />requirements from not allowing any metal roofs on single family homes (e.g. Andover, <br />Anoka, Forest Lake) to allowing only standing seam (e.g. Shoreview) to allowing <br />standing seam with restrictions (e.g. Blaine). The City of Hugo does not address metal <br />roofs at all. Some communities also differentiate between residential, commercial and <br />industrial uses. <br />
